• Both Physicians and Patients share responsibility for outcomes

- Local definition of Quality Healthcare and Care Priorities

- Local negotiation with Pharmaceuticals
• Minimize non-medical personnel in system, and associated costs
• Minimize redundancy of facilities and equipment
• Minimize bureaucracy and paperwork
